It very much depends on your personal style. The answer I find to the question of "what is better?" is that nothing is better. Everything is pretty well balanced, and it is just a matter of taste and play style.
Ice is good for control, slows your enemy, and prevents him from damaging you as fast.
Fire is good a killing fast and multiple targets at once. I think Fire does more damage more quickly, in my experience.
Dark is an awesome second skill. My favorite, with it's heals, debuffs, and terrors. I love it.
If you want to kill fast, take Fire. If you want to prevent your enemy from killing you fast, take Ice. It is all good.
Typically, I think about what kind of toon I want to make. Think of a theme, a style, a look, or something. Then base your abilities off that choice. I like dragons, so I made a Fire / Dark dragon character. Scales, wings, and flaming breath...
This game is pretty balanced. No class or skill type is Uber. Just play what you like, and in the end you will be glad you chose your own style.

Nicely said....
Now, I'd go with the Fire/Dark...lots of AoEs, which will get the mobs running to give you a litle breather and the Dark secondary which has some great debuffs.
Now remember, in the lower levels, AoEs can be very harmful as they are aggro magnets and you'll have the entire mob breathing down your throat.
But I would go with the Fire/Dark build personally.
