I did this quest just out side of sanctum cay and i had to open the chest and when i kill all the high lvl mobs i opened the chest and i didnt get anything so i restarted the quest and i steal didnt get anything. any thoghts.

did u have henchmen in your grp, if you did they could be taking the items.
an item will go to a henchmen in a fraction where the number of henchmen is over number in grp
so if a grp of 4 has 2 henchmen 2/4 (1/2) of the items will go to the henchmen. or so ive heard

Actually i've done this quest before with henchmen and it isn't them thats taking it. Make sure you are opening the right chest. The chest with the royal papers in it should be surrounded by a ton of Tengu.

I have found that quest items are never assigned to Henchmen. They are always assigned to players. I think it's set up this way to prevent frustration.

its really werid because it not anywhere i even took out all the tengu in the area and still no effect.

I did the same thing. In fact I have now "completed the quest" five times. Each time I fight my way to the designated spot, open the designated chest, and receive NOTHING. I have performed the quest with both henchmen and with LPC's (BTW, henchmen are NOT assigned quest items) ech with the same result, therefore, debunking that theory.
There is obviously a bug somewhere in the game and it's manifesting itself witin this quest.

Yes, so far this is the first quest i have found that is bugged (heard there are many more though)
First time i did this mission, there were 5 players (no henchmen) and when we found the papers, they were assigned to only 1 of us.
only that person got the "quest completed" update, so we tried trading it amongst ourselves, to no avail.
we had to do the quest 5 times so we could all complete it.

I had to do this multiple times so everyone could get the quest done. I played as a monk and got the quest item every time. I just gave it to another player until we all finished the darn thing.

I did this quest with a friend and henchmen and the first time we did it the papers were assigned to him so he picked them up and we went back to the town as a party still and i didn't get the reward from the quest so i tried it again later with just henchmen and the papers didn't even show up, so i am just going to leave it until i am bored with nothing else to do.

this quest ez if ppl have patience, just keep doin the mission over over over again untill uevery1 get papers if the same person keeps gettin the paper tell him to trade it to u nd u can get ur quest completed.

Same thing happened to me, I get there and open the chest and nothing but instead of leaving I just searched around and mine popped out behind the chest and it didn't come out instantly, but that might have just been lag. I suggest you look around, maybe its just on the ground somewhere like mine was.

hmmm, a few builds later and still no fix for this mission. I just cleaned the whole area and no papers, very frustrating as I am lvl 18 with 250 XP ish to level. Still some missions just aint meant to be done with henchies.
All the way there, empty chest. boooo

The same thing happened to me! It was really annoying and when i did the quest again i found the papers, so i don't see why it's not appearing for you. But just keep trying it, you get exp anyway!
