I've looked trough the matter, and found this according to the Guildwars.com website
Question "Can I delete my Guild Wars account?"
Answer "To maintain the continuity and accuracy of the user database, Guild Wars accounts cannot be deleted once created. If for some reason you want to delete your Guild Wars account, please contact the Guild Wars support team describing any problems you have incurred. It is likely that what you wish to accomplish can be done so with the assistance of the Guild Wars Knowledge Base, or the Guild Wars Support Team."
Also, i'm kind of wondering why you would want to know how to delete an account?
