| Task Forcing Below Minimum Requirements |

One of my biggest thrills latley is Task-Forcing with less then the allowed amount of players. Meaning if the TF has a minimum player limit of 5, you have 2 strangers join the TF then quit after you start the TF.
I do it with two close friends and it just adds a lot more excitement and a feeling of greater worth overall. We have a blast when we do it and its fun to say we did it.
We finished the Skyway City TF in 4 hours with three Blasters. Only one guy died twice during the TF and other then that we didn't have any problems at all. Very quick, very cooshy and everyone leveled at least once.
We go in with undermanned for the challenge and for the xp, which works out great. We'll hit the Sister Psyche TF soon and I'll give you my reflections on our progression through it.

I know that levels don't scale with the group on TF (always at the max allowed level on the TF) but do the numbers of enemies scale?

There's a lot of randomness to be taken into consideration with Task Forces, and though I haven't played nearly as many TF missions as regular missions its hard for me to say, but... what I have come to notice its not the amount (or level) of enemies that change based upon the amount of people in your group (whereas in regular indoor missions, it would be), but the difficulty that increases.
For instance, I've gone in with a group of 8 to do Skyway's TF and there were 2 bosses per encounter. However, going in with 6 players and we only saw 1 boss per encounter. Going in with 3 players and there were only bosses at the end of the level. All of the villains had the same levels throughout all combination of player capacity, but with more people, you tend to get more Bosses/Lieutenants to fight per encounter.

oh ok i get it now, i've done a few TFs now but luckily for me we have only had one or two people drop from the TF all throughout, when you already have 8 that doesn't really effect the group that much and the setup of the enemies didn't appear to change to me.
